The Central Pennsylvania Animal Alliance (CPAA) is a 501(c)(3) nonprofit organization whose mission is to save the lives of dogs in central Pennsylvania through rescuing, fostering, adoptions, training through its Hounds of Prison Education (HOPE) training and rehabilitation program at the State Correctional Institution at Camp Hill (SCI-Camp Hill), and public outreach and education.

HOPE pairs carefully-selected inmates at SCI-Camp Hill with rescued dogs for training and rehabilitation, with the assistance of professional trainers and HOPE volunteers. Some dogs that participate in HOPE need basic training, while others have fears that they need help to overcome. HOPE is the perfect program to make that happen. The dogs live with their inmate handlers 24 hours a day, seven days a week, and the inmates are responsible for caring for and training the dogs. When the dogs' training is complete, they are adopted into forever homes, and the inmate gets another dog to train. Each HOPE graduate comes with free, life-time training support with one of CPAA's professional trainers.

It’s difficult to put into words the amazing impact that these inmates have on the dogs, and vice versa. These men take discarded dogs that no one wanted—many left to die in shelters or on the streets—and bring out the best in them so they can be placed into forever homes. In return, the dogs have a positive, life-changing impact on the men who train them, giving them a purpose and a tremendous amount of responsibility, and teaching them about unconditional love. Just as the men bring out the best in the dogs, the dogs bring out the best in the men! HOPE clearly provides rescue, redemption, love, and hope at both ends of the leash!
